BACKGROUND: The Eastern Henrico Transmission Line will install about 13 miles of 42-inch water main, allowing areas of central and eastern Henrico to be served by the county’s Water Treatment Facility, if needed. Those areas are served primarily by Richmond’s Water Treatment Plant. Henrico officials fast-tracked the project after a shutdown of Richmond’s plant in January 2025 left thousands of county customers without water service for several days. Henrico’s departments of Public Works and Public Utilities coordinated efforts to allow the first section of the transmission line to be installed as part of a project to widen and improve Richmond-Henrico Turnpike between East Laburnum Avenue and Hummingbird Road.
